Police have also identified a third man who was seen leaving the parking lot before Cook was shot, but say he has not been co-operative with investigators.
Mohamed Ibrahim Sail, 24, is now wanted for second-degree murder in connection with Cook’s death, London police announced Monday.
Cook left his cellphone in a taxi on June 14, but tracked it electronically to an address on Highbury Ave.in London around 5:15 a.m. Police say he went to the address with a relative, where he confronted three males in a auto.
Police said Sail is considered risky and witnesses should not approach him but instead contact police immediately if spotted.

London police are issuing another arrest warrant in connection to the cellphone shooting of Jeremy Cook.

Police previously said they were looking for another Calgary man, 23-year-old Muhab Sultanaly Sultan. His body has since been pulled from the Rideau River in Ottawa following a police chase.
