Specifically, a longform piece by respected boxing writer Thomas Hauser for SB Nation accuses Mayweather of manipulating drug testing organization USADA to cover failed tests over the years.
Bennett said the NSAC wasn’t notified of the exemption until after it was granted.
But a Usada source said that, because Mayweather had obtained a therapeutic use exemption, no offence had been committed under Wada rules. He also added that NSAC was not pleased about USADA’s actions and that the US-based agency should not be granting waivers and exemptions to athletes.
Though Mayweather was awarded dispensation almost three weeks after the fight, Pacquiao was denied permission by the commission to take a legal painkiller to treat a damaged rotator cuff that he would later have surgery on prior to the bout after having not submitted the plea in timely fashion.
According to the release, Mayweather’s use of the IV, which contained saline and vitamin C, as well as multivitamins, was not prohibited under Nevada State Athletic Commission rules. But SB Nation says Mayweather didn’t apply for the exemption until May 19. The Nevada State Athletic Commission, which sanctioned the fight, did not learn of the IV until three weeks after the fight-by which time Mayweather had already sought and received an exemption from his favored drug-testing agency.
WADA bans such large injections and infusions because they can be used to “dilute or mask the presence of another substance”. Also, from a medical point of view, if they’re administering what they said they did, it doesn’t make sense to me.
“The TUE for Mayweather’s IV – and the IV was administered at Floyd’s house, not in a medical facility, and wasn’t brought to our attention at the time – was totally unacceptable”, Nevada executive Bob Bennett said.
Doping allegations have been at the heart of the fighters’ long-running feud, which has not abated since Mayweather won their only meeting for the World Boxing Organisation welterweight title.
The USADA had been contracted to oversee drug testing for the big fight.
Though surgeon Dr. Neal ElAttrache said the injury would keep Pacquiao off the ring at least nine months, the eight-division world champion seems to be healing at a much faster rate.
