Officers Tackle Black Teen For Walking In The Street
Or, occasionally, as this video shows, civilians are wrestled to the ground by nine police officers.
A jaywalking arrest attempt by police in the California city of Stockton escalated to the use of force on a black teenager.
Police told PINAC that the teen, whose name has not been released, was walking in a restricted “bus lane” and was ordered by an officer to get back on the sidewalk.
Several seconds into the video, Mayfield sat up and told the officer to “Get the f- off me”, all while gripping the officer’s baton.
The video shows the teen seemingly in shock over the encounter, holding his face in his hands. The officer appears to hit the teen in the face, and the teen eventually seems to start crying.
An unseen female bystander is heard shouting at police in an effort to stop the scuffle.
“He barely stepped out of the bus he was 2 feet away from the sidewalk when the cop stopped him for jaywalking,”Avendaño wrote”. Leave him alone, he didn’t do anything wrong!’
The officer can be heard telling the kid, who is curled up in a ball, to “stop resisting”. And as you can see his body cam is on the floor.
With over a half of a dozen officers now on the scene, they physically forced the teen to stand and then brought him down to the sidewalk to handcuff him.
Police have said they will investigate, but that their officers were acting as required.
But Bivens says the officer used unnecessary force on Mayfield. According to NBC, Officer Silva said the officer who had originally held down the jaywalking teen had called for backup because a crowd was forming.
The video has been shared on Facebook over 13,000 times and the incident has also been covered by The Guardian who contacted the local Stockton’s police department.
“Anytime an officer uses force there’s an automatic administrative review”, Silva said, adding that “the preliminary investigation is showing that the officers were within our policy”.
The teen’s family filed a formal complaint Thursday over the confrontation in Stockton, which was partially recorded by a witness and posted to YouTube, NBC Los Angeles reported.
