Republican leadership soon to negotiate 2-yr budget deal with Obama
In a sign that the tactic may be gaining favor among Republicans, however, the House Energy & Commerce is also preparing a bill that would use reconciliation to block Planned Parenthood from receiving federal funds.
But the bill merely extends the government funding deadline until December. 11, when another shutdown showdown will loom as conservatives make new demands on Boehner’s successor and on Senate Majority Leader Mitch McConnell, R-Ky.
Even though Democrats lost control of the Senate in the 2014 elections, they still retain enough seats to block a normal bill to repeal Obamacare, since it would require a supermajority of 60 votes.
Boehner’s resignation announcement rippled through the slate of 2016 presidential candidates competing for support among the GOP’s core Republicans. “I think they (Republicans) are going to scramble to work together so their party doesn’t look foolish and incapable of governing”. “I’m not sure how much weight he continues to carry in the body”, said Rep. Mick Mulvaney (R-S.C.), an influential member of the House Freedom Caucus.
Salmon is not alone.
“The president and Speaker Boehner and I spoke about getting started on the discussions last week, and I would expect them to start very soon”, McConnell told reporters.

Boehner didn’t name those in Congress by name who he believed most guilty of stoking a false sense of empowerment, including Texas Senator Ted Cruz, who lead the charge in the 2013 government shutdown. For almost a year, McConnell, now the Senate’s Republican majority leader, has insisted there would be no repeat, even as conservatives dug in. But they pointed to recent comments by White House Press Secretary Josh Earnest who said that Democrats must be part of any negotiation.

House members, serving two-year terms, represent computer-drawn districts meant to keep incumbents safe.
But Boehner said he chose to resign to spare Republicans who would have voted for him Republican primary challenges in their districts next year.
However, with the sudden resignation of House Speak John Boeher on Friday, the threat from hard-line Republicans to ouster him if he negotiates with Democrats also lost its coercive power.
Under the ACA employer mandate, employers with 100 or more employees are liable this year for a $2,000 per employee penalty if they do not offer coverage to at least 70% of their full-time employees. But the conservatives in the House who helped force Boehner’s exit say they want to rein in government spending and don’t want to break the caps at all. “Somewhere along the road, a number of voices on the right began demanding that the Republican Congress not only block Mr. Obama’s agenda but enact a reversal of his policies”, he wrote. Cruz’s outspoken opposition seems an anomaly.
