Additional heavy rain is possible in the later part of the week and through the weekend.
In South Carolina, 56-year-old Sylvia Arteaga was driving home after a night shift at Grace Management Group on Thursday morning when authorities said the floodwaters trapped her underneath a railroad bridge at the edge of Spartanburg.
Issued at 9:40 p.m. Tuesday, the advisory will remain in effect until 1:45 a.m. for all but the most northern reaches of the county.
The flood watch begins Friday morning.
Heavy rains caused several busy streets in Portland to flood, while speed limits on the Maine Turnpike were lowered to 45 miles per hour.
Most of Virginia is under a flash flood watch.
Drivers should expect hydroplaning conditions and coastal residents could see tidal flooding and beach erosion.
Officials in Spartanburg County say one person died Thursday morning in the street flooding.

“There is a tremendous amount of uncertainty with Joaquin, ” said meteorologist Kevin Cadima. “That really has yet to be determined”.
