House to vote on new speaker on October 29: Boehner
In the letter, Mulvaney argues that procedurally, further elections can’t be set until other offices – like majority leader, with McCarthy running for speaker – are actually vacated.

Mr McCarthy is the clear favourite to get the job, though he faces a challenge from Republican Representative Daniel Webster.
The leading candidate is California Rep. Kevin McCarthy, the current House majority leader.
Washington (CNN)Some House Republicans are urging Speaker John Boehner to delay votes on several leadership positions, GOP aides said Sunday.
“This new process will ensure House Republicans have a strong, unified team to lead our conference and focus on the American people’s priorities”, Boehner said in a statement.
Pennsylvania Reps. Keith Rothfus, R-Sewickly, and Scott Perry, R-York, were among the members who had complained that the decision should not be rushed. Amid the disarray a few lawmakers are seeking more time to consider their options. The speaker is later elected in a floor vote of all House members. Efforts to jettison the Affordable Care Act, or severely wound it, are ongoing, as well as a big push to cut any funding for Planned Parenthood.
McCarthy remains the favorite and has Boehner’s support, but conservatives say they will not back him unless they’re convinced he’ll take the House in a new direction.
“Everybody thought Hilllary Clinton was unbeatable, right?” But that dynamic began to shift, particularly following McCarthy’s gaffe last week suggesting that the objective of a special House committee investigating the deadly 2012 attacks on the US mission in Benghazi, Libya, was to drive down Hillary Rodham Clinton’s poll numbers.
“In general, we need a Speaker who speaks”, Chaffetz said in an interview with NBC News.
A McCarthy spokesman declined to comment Sunday on Chaffetz.
“I think it’s wrong to signal that you’re going to cave in the end”, Chaffetz said when asked about McConnell’s promise.
Political scientists say Mr. McCarthy created a problem for himself at a time when he can least afford it.
McCarthy, endorsed by Boehner, is seen as the front-runner in the race. Republicans are not bound to vote for the caucus nominee, though, so there is potential for the party to be split during the floor vote. The same conservatives who pushed Mr. Boehner out could stand in Mr. McCarthy’s way. He already has the support of Boehner. “And all the North Carolina delegation supported this bill”.
The speaker of the House is the leader and presiding officer of the chamber. “Kevin McCarthy is too intertwined in current GOP leadership to bring about real reforms”.
“Today, here, I am announcing my intention to run for Speaker of the House of Representatives”, Chaffetz told host Chris Wallace.
Chaffetz noted that the House election for speaker requires a winning candidate to obtain a majority – 218 votes if all 435 members are present and vote.
