Gov. Brown signs bills regulating medical marijuana industry
California Assemblyman Jim Wood, D-Healdsburg, held a support gathering Tuesday at Humboldt County Superior Court in Eureka to urge California Gov. Jerry Brown to sign the Medical Marijuana Safety and Regulation Act, with Sunday’s deadline looming.
The governor’s endorsement Friday of the legislative package hammered out by lawmakers was expected because his office crafted numerous details.
Voters are expected to decide next year whether to legalize marijuana for recreational use, but members of the medical cannabis industry said they still wanted these regulations, in part because marijuana remains federally prohibited.
In 1996, California became the first state to adopt a law that allows seriously ill patients to legally access medical marijuana if their doctors recommend it. The law did not include a regulatory structure, resulting in a patchwork system in which a few communities allowed medical marijuana providers to operate under local regulations while others opted to prohibit such operations entirely.
Since voters passed Proposition 215 20 years ago, all attempts to regulate the medicinal marijuana industry have failed, Runner said.
AB 243 requires marijuana farmers to obtain licenses through the state Department of Food and Agriculture, and gives the state the power to fine any grower that harms a river, stream or lake.
