The second victim was shot after taking a step in Jones’ direction, according to the witness.
Jones appeared before the judge via video from the Coconino County Jail for his initial court appearance on Friday afternoon.
The suspected shooter remains at large, according to the university statement.
Fowler said Jones pulled the handgun in a confrontation with several students.
A fraternity based in Ohio said a few of its members were involved in the shooting. Sherman also said the suspect was not a member.
Jernegan says he and Brough were close growing up and reunited during a chance meeting in Las Vegas in June. A statement issued through the Westview principal said, in part, “Apparently there was an altercation that led to one of our former students, Mr. Nicholas Prato (class of 2013) being injured”.
Guns are not allowed to be carried on Northern Arizona University’s campus under Arizona law and Arizona Board of Regents policy, Fowler said.

Two people have died after two separate university shootings in Texas and Arizona, just hours apart.
“Like many people, I was asleep”, said Brown.
It was the second fatal shooting on a US college campus on Friday. Police were dispatched, the suspect was detained and the situation was secured at 1:22 a.m. Emergency services were on the scene by 1:33 a.m.to assist the victims.
Northern Arizona University, with a student body of about 20,000, is located in the mountain city of Flagstaff, about 140 miles north of Phoenix, and about 80 miles south of the Grand Canyon.
Colin Brough was killed in the shooting, according to the university. A crisis team has been activated to provide any support for students and staff.
Authorities say the shooting erupted in a confrontation between two student groups.
Arizona political leaders voiced support for the university and surrounding community, with Gov. Doug Ducey calling the shooting heartbreaking. He says Brough was happy at NAU and was doing well there.
