Surveillance video showed Frascatore approaching Blake in front of the Grand Hyatt New York Hotel in Manhattan and grabbing his arm and roughly taking him to the ground.
Police Commissioner Bill Bratton conceded that the CCRB has speeded up investigations, especially cases like Blake’s that are “higher priority, more significant news involved events”.
“I appreciate the efforts of the CCRB to advance this investigation”, Blake said in a statement.
Frascatore is part of the department’s Financial Crimes Task Force and mistook Blake for what they thought was a known suspect.
Frascatore had mistaken Blake for a similarly-looking suspect, police said.
The CCRB does not have the authority to impose discipline, but it forwarded its recommendations to Bratton and the department advocate’s office of the NYPD.
Frascatore, who has been placed on modified assignment, has had five civilian complaints filed against him, according to media reports.
The city’s police union hasn’t immediately responded to a request for comment.
Mr Blake’s complaint that officers used unnecessary force was upheld by New York’s independent agency that deals with police misconduct. Pat Lynch, president of the Patrolmen’s Benevolent Association, said he thought that Blake’s fame played a role in how the CCRB handled the complaint.
The board substantiated the use of excessive force against Frascatore and recommended departmental charges that could lead to suspension or dismissal, according to the New York Times. He used an acceptable technique to gain compliance during a complex ongoing operation in a manner that did not compromise the simultaneous arrest being made a short distance away.
