After entering the building, he walked to the center of the main floor underneath the building rotunda and placed the package on the floor with the wreath on top, Hopper said.
The man appeared to be in his mid-20s and was wearing a dark suit and tie.
He then left less than a minute later, before troopers arrived. Surveillance footage, however, shows the man getting into a white SUV and leaving the area.
The building was evacuated immediately after, but Hopper did not have details about how many people were there at the time.
Bomb technicians determined the package was “nonexplosive” by about 6 p.m. Police officers noticed that the oblong and triangular-shaped pack had a note on it. In spite of reporters’ attempt to find out what the message was about, the bomb squad refused to make other declarations.
Royce says troopers are still investigating the event, which might be an act of protest.
Camera recordings have helped officers get images of the man, who has left the gun behind, but his identity could not be identified.
At the conclusion of the investigation, the case will be “presented to the appropriate prosecutor for screening”, Royce said.
Officials say they believe that this is an isolated incident and there is no danger to public.
“The individual essentially said that the objective of his actions was to advocate against gun violence”, Utah Dept. of Public Safety Tropper Lawrence Hooper said.
