The Bill John Boehner Reportedly Wants to Pass Before Leaving Congress
If his career trajectory includes a shot at the White House, the speaker’s job is not on that arc – even though the speaker is second in line to the presidency.
Rep. Paul Ryan (R-Wisc.), another key leader in the House of Representatives, will not run either.

Boehner had originally meant to step down at the end of October, but his exact departure date is unclear since the election for a new speaker hasn’t been scheduled. This was dramatic; Mr McCarthy had been lobbying his colleagues only moments earlier and his rivals, Daniel Webster and Jason Chaffetz, respectively of Florida and Utah, had so little support that Mr Boehner postponed the vote.
Assuming no Democrats vote for the leading GOP candidate for speaker, and the Freedom Caucus also votes en bloc against that lawmaker, that candidate wouldn’t win the 218 votes necessary to become speaker.

To me, this is very easily solved. In the meantime, Ryan’s spokeswoman Brendan Buck is policing social media to make sure reporters don’t spread misinformation about the Wisconsin Republican’s plans. Sanders campaign spokesman Michael Briggs told ABC News: “If we weighed in every time Donald Trump said something stupid we wouldn’t have time to do anything else”. John Boehner’s (Ohio) second-in-command – speaker would have been politically tone-deaf.
Jolly believes that the leadership fight could extend until November if Ryan passes on the speakership.
Mulvaney acknowledged that “if Paul gets in, clearly it’s a game-changing type of move”, but said that “unless Paul comes out and says: ‘Look, I want to be speaker, here’s why I want to be speaker, and here’s why I think I’d be different and better than John [Boehner],’ it’s a real hard sell”.
