Officer shooting suspect is longtime criminal
He did not enter a plea.
After the suspect, Robert Powers, allegedly shot Dixon, other officers returned fire.
Wednesday, Bratton and the mayor were outraged that this particular offender was let back on the streets – and that this officer was shot dead.
“This includes the American Flag, the New York State and City flags and the POW-MIA flag”. “It was the last time he will respond to that call”. Police were working to set up detours.
Officer Holder was a special kind of NYPD assigned to Police Service Area 5 that patrols the public housing units within the 23rd, 25th, and 28th precincts.
The NYPD said visitation for Holder is scheduled for 9 a.m.to 6 p.m. Tuesday, at Community Church of the Nazarene, 1414 Central Ave.in Far Rockaway. He will be buried in Guyana. The 33-year-old cop was fatally shot in the head while pursuing a man accused of stealing a bicycle.
City officials say the Empire State Building will be lit blue to honor the memory of slain New York City police officer Randolph Holder.
Mayor Bill De Blasio, who had rushed to the hospital when he was told of the shooting, said during the press conference that they are mourning “a man who gave his life as a guardian”.
He fled north on a promenade between the FDR Drive and the East River, Aubry said. He echoed the police commissioner in saying “someone like this shouldn’t have been on the streets”. Howard, who suffered a gunshot wound to his leg, was apprehended several blocks away and after receiving medical treatment was released into police custody.
Police Commissioner Bill Bratton railed against a judge’s decision to send Howard to a drug diversion program, instead of prison, after Howard had been arrested for selling drugs: “He’s a poster boy for not being diverted… he has shown no propensity for changing his ways, and his whole life has been about an escalation of crime”.
Yet the judge who handled the case said Howard – a longtime PCP user who despite his long rap sheet had no convictions for violent crimes – was a compelling candidate for drug court.
McLaughlin said he didn’t learn about the 2009 gunbattle until this week. Authorities believe the Tuesday shooting that preceded Holder’s death stemmed from that September 1 beef.
According to the New York Daily News, Howard’s attorney won a spot in the diversion program with a letter saying a prison term would have been a hardship for the criminal’s common-law wife and two children.
A lawyer who represented Howard in the recent drug case, Robert Levy, said his client was trying to get into a residential treatment program before he skipped his court dates.
Holder joined the department in July 2010, as well as his father, his grandfather was also a police officer in Guyana.
He was charged past year with criminal sale of a controlled substance and pleaded guilty in May.
Gov. Andrew Cuomo says the fatal shooting of a New York City police officer is another example of the growing crisis of gun violence.
Cuomo told reporters Wednesday that the slayings of police officers “has to stop”. He was treated at New York-Presbyterian/Weill Cornell Medical Center and has not been charged. He was in stable condition, police said.
They made that judgment even though Howard had been a suspect in a shootout that wounded a boy and and elderly man and even though the Manhattan DA asked for a six-year prison sentence. But Howard stopped taking part in the program in May.
Patrolmen’s Benevolent Association President Patrick Lynch said: “New York City police officers everyday go out and carry themselves like superheroes but the reality is when we’re attacked we bleed, when we bleed we die and when we die we cry”.
Howard had been arrested nearly two dozen times as an adult; his first run-in with the law came at age 13. Bratton says he shouldn’t have been on the streets.
“Why is this guy at least a candidate (for diversion)?” But it would not have made a lick of difference on Tuesday night.
