Making Sure Ex-Offenders Follow Halloween Season Guidelines
Operation Blackout is a statewide sweep to make sure registered sex offenders comply with strict guidelines.
The California Department of Corrections and Rehabilitation will not enforce the yearly program “Operation Boo” which asks registered sex offenders to place signs on their doors during Halloween. Sex offenders in New Mexico are discouraged from passing out candy on Halloween, but aren’t prohibited from doing so.
Sex attackers can now be sought out by gardai to provide swabs, which could lead to thousands of arrests when cross-referenced with “crime scene stains”.
Will not have porch lights on as is the custom to participate in trick-or-treating.
“I kind of understand where they’re coming from”, he said.
According to the “Operation Boo” website, requirements for sex offender parolees include a 5 p.m.to 5 a.m. curfew on Halloween.
With Operation Trick-or-Treat, they can’t answer the door unless it’s for law enforcement, who’s a visitor guaranteed to stop by. “It should give parents a few confidence in the fact that we are out there, and we’re watching the offenders that need to be watched all year round, but especially during Halloween”.
During this week, the two agencies will be contacting these sex offenders to verify their compliance with state law registration requirements, ensure they’re not engaging in associated holiday activities that could attract children and verify compliance with their terms and conditions of supervision.
“I think it’s good because it will protect the kids”, Misiano said.
