IOS 9.2 Beta 3 Released, Public Beta Too

Apple today announced that it has raised the TestFlight beta tester limit to 2,000. In the list of available options tap on Software Update.
To receive tvOS 9.1 beta, download the update on a computer first and then install it on the Apple TV using a USB device.
