Now an app for Swachh Delhi
“If the panel finds any irregularity, it can direct the school to either refund the money or reduce the fees the next year”, Kejriwal said. But we can check whether the fees charged is being reasonably spent by the school or if it is being siphoned off to a few other trust.
Delhi state government led by Aam Aadmi Party (AAP) prepared the final draft of Delhi School Education (Amendments) Bill which is meant to ensure the admission of children hailing from Economically Weaker Section (EWS) of society in private schools. This will now be looked by a committee headed by retired judge.
The government plans to amend the Delhi School Education Act and Rules (DSEAR) in the forthcoming winter session, which starts on Thursday. We are not regulating the fees. “All councillors, MLAs, volunteers of both BJP and AAP will be involved”, the chief minister said. A few of the measures include levying heavy fines on schools charging a capitation fee, scrutinising the accounts of private schools and even centralising EWS admissions. An amendment to Rule 145 of the Act will grant the government the power to create guidelines for nursery schools. Under this offenders will be liable for a hefty punishment and repeated offenders may also be imprisoned ranging from 3-5 years. “So, the authorities will have a better mechanism to deal with erring schools”, Kejriwal included. Under the non-detention policy students are not failed. A special mobile application, called Swachchh Delhi Abhiyan, was launched on Monday in the presence of chief minister Arvind Kejriwal, his deputy Manish Sisodia and mayors of the three corporations – Ravinder Gupta (North Delhi), Harshdeep Malhotra (East Delhi) and Subhash Arya (South Delhi). Kejriwal also defended the government’s move of reducing 25 per cent of syllabus as this will put an end to the “mugging up” attitude and also relieve students of a few pressure.
It must be however be also said to the credit of the NDA government that it has chosen to ignore the continuous barbs of the Delhi chief minister and actively cooperate with the Delhi government to ensure that the citizens of the national capital will be one of the major gainers of the Swachh Bharat Abhiyan. Such coordinated action between the three tiers of the government is something that has been rare in Delhi where three tiers has spared no opportunity to take regularly snipes at each other and pass the buck whenever possible.
