Russian Peace Plan For Syria Dismissed By West, Gulf States
Russian Federation says it is careful to only target what it deems to be bona fide terrorist groups in Syria.
Moscow presented a document before the United Nations that proposes a constitutional reform process in Syria, lasting 18 months, to be followed by presidential elections.

“Each state wants to send its representatives in the name of the Syrian opposition”, said Samir Nachar. “It’s going to be a long process”. An earlier session included no Syrians inside the ornate meeting hall. They are now circulating a paper with their proposals to governments around the world.
When Russian Federation started the fight against terrorism, radical Islamists vowed to wage war against it, but not against the West that has allegedly been fighting them for over a year.
However, despite the ongoing anti-Russian rhetoric, Russian airstrikes have led to the intensification of the struggle between terrorists in Syria which has been confirmed by Western experts. The meeting comes amid new pushes against Islamic State group extremists in Syria and Iraq.

The Syrians who participated in the project also have a list of demands that would form the basis for their position in those negotiations.
A summit communique expressed support for the Geneva 1 communique, a 2012 document setting out guidelines for Syria’s path to peace including a transitional governing authority.
But Kerry, in an impassioned speech, also countered criticism that the United States is more interested in defeating the militants than in helping Syrians fight the civil war against President Bashar Assad. Moscow’s jets have also backed regime offensives across the country.
Allies of the Syrian government recognized the legitimacy of the election, and the fighting worsened. Russian Federation intervened on Mr Assad’s behalf on 30 September, launching airstrikes on rebel groups pushing close to the regime’s north-western heartlands.
“Credibility, a background in politics, negotiations skills, and representative legitimacy will constitute important competencies for members of an opposition negotiating team”, the paper states.
Russian Federation is in its second month of a bombing campaign targeting Islamic State as well as a few rebel groups that have received western support.
At least 22 people were killed and many more wounded by rebel shellfire in the Mediterranean city of Latakia on Tuesday, state media and activists say.
Before the first Vienna meeting at the end of October, Kerry and his Russian counterpart, Foreign Minister Sergei Lavrov, agreed that they would set aside the issue that most divided them – whether Assad could be part of a negotiated transition to a new Syrian government. But members of the Syrian opposition don’t want anyone else negotiating for them.
“Russia’s problem is that they can not surge and can not sustain logistically a large-scale ground operation”.
