Chemical Irritant Used on Officers, Protesters during Demonstrations in Mpls
The chief said bottles and rocks were thrown at officers as they approached the 4th Precinct to remove protesters.
Hours after the release of the names, which demonstrators had been demanding for days, officers lined up outside a north-side precinct where protesters had set up camp. Harteau says authorities have no plans to clear the tents or stop the protests as long as they stay peaceful.
But officials with the Bureau of Criminal Apprehension, which is conducting the state investigation into Clark’s killing, have said the entire incident isn’t contained in any of the videos.
Police said Clark, a suspect in the assault, was interfering with medical workers trying to treat the victim, and was shot when he scuffled with police.
24-year-old Jamar Clark was shot in the head by Minneapolis police Sunday.
Martez McKnight, 22, told The Associated Press that Clark, his uncle, was put on life support after he was taken to a hospital.
On Wednesday, police union president Lieutenant Bob Kroll once again stressed that Clark was not handcuffed when the officers fired.
Reuters has since reported that the Minnesota Department of Public Safety has released the names of two officers involved in the shooting, Officers Mark Ringgenberg and Dustin Schwarze. As details emerge, officials say Clark provoked the shooting when he tried to disarm a cop. Both officers have been with the MPD for 13 months and have been police officers for 7 years. He came from the Richfield Police Department after being on that force for nearly six years.
Before that, he was a San Diego police officer from July 2008 to March 2012, working part of the time on a special team handling high-crime areas.
Minneapolis Mayor Betsy Hodges said on Monday that she had requested a federal human rights investigation into the shooting and that the request in under review by the U.S. Department of Justice.Activisthavecalled on Hodges to takefurtheraction.
Details have emerged on social media of what officers were heard talking about on the police scanner before the shooting, including a call for backup.
Burns said she holds no ill-will toward the officers involved in her brother’s death. Minneapolis city council member Cam Gordon, who does not represent this ward but was present, said he would not have moved the demonstrators and anxious about the potential for violence, while another city council member Lisa Bender said there was “a lot of fear in the crowd”.
“We don’t want to taint the interviews that may be ongoing with witnesses in this case”, Evans said. “That’s what we’re trying to ascertain”, the BCA’s superintendent, Drew Evans, said Tuesday.
The department also brings investigators with national experience in these types of cases, which the state doesn’t have. “AIUSA calls on law enforcement officers that are policing protests to provide clear directions to protesters when an order to disperse has been provided and refrain from arresting individuals who are in attendance in order to report on or observe the events and are not involved in the protests themselves”. Police at one point used a chemical irritant to control the crowd, and a chemical spray was also directed at officers, police spokesman John Elder said. On Monday, the group issued a “list of demands”, including that police release footage of the incident, which the protesters believe will confirm Clark was handcuffed during the incident.
There is conflict about what happened in the crucial few seconds between the police arriving and Mr Clark being shot. She rejected authorities’ claims that releasing video would compromise the integrity of the investigation.
“I want justice for my people”, chapter President Nekima Levy-Pounds said in a video the NAACP branch posted to Twitter that showed her kneeling on the freeway with her hands in the air, waiting to be arrested by police.
