Officials identify police officers in Minneapolis shooting of black man
Soon after the officers’ identities were publicized, the Police Department released the officers’ employment files.
Police on Tuesday removed the tents of protesters who had been camping outside a police precinct. Protesters have demanded that video be released, saying they don’t trust investigators. “AIUSA calls on law enforcement officers that are policing protests to provide clear directions to protesters when an order to disperse has been provided and refrain from arresting individuals who are in attendance in order to report on or observe the events and are not involved in the protests themselves”.
The police story was different. When they arrived, the man had returned and was interfering with paramedics who were assisting the victim, police said.
The ongoing situation in Minneapolis is reminiscent of several other major protests that have taken place this year, including those in Ferguson. The crowd of more than 250 shouted slogans like “No justice, no peace”.
With the crowd swelling, police doused the campfires by dumping water from garbage cans on them and tried to move protesters away from the front door.
For their part, police say Mr Clark was not handcuffed, but have not explained where the handcuffs came from.
Earlier in the day, protesters shouted at police as officers pulled down an awning at the 4th Precinct, located at 1925 Plymouth Ave. N.
Police told of several incidents since the Sunday shooting, including objects being thrown at officers and several police cars sustaining serious damage.
“It’s chaos”, Kroll said.
Harteau said she would do what she could to allow free speech, but that will have limits.
“If things escalate, then our response has to escalate”, Harteau said.
The department then reported that one incident occurred during which a chemical irritant was used and another incident occurred during which an officer was hit by an irritant. The FBI is also undertaking a civil rights investigation.
Protesters have maintained that Jamar Clark, 24, was restrained by police when they shot him on Sunday.
A few community members say Clark was handcuffed when he was shot.
Clark died from a gunshot wound to the head, the Hennepin County medical examiner said Tuesday, announcing the cause of death as a homicide.
Minnesota authorities named Minneapolis police officers Mark Ringgenberg and Dustin Schwarze as those involved in shooting Clark on Sunday. Each of the officers have seven years of experience, including the last 13 months with the Minneapolis Police Department.
The officers, who have been placed on paid leave pending the outcome of the investigation, did not have dashboard or body cameras, Evans said at a televised news conference.
It isn’t clear which officer fired the shot. According to tweets from the Minneapolis Police Department, police used the chemical irritant after officers trying to remove tarps were pelted by rocks and bottles.
Minneapolis Police Federation president Bob Kroll said handcuffs were never placed on Jamar Clark and that Clark was trying to take an officer’s gun.
When asked if the video shows whether Clark was handcuffed, Department of Public Safety spokesman Bruce Gordon reiterated that the video captures a portion of the incident, but not everything, and said officials can’t discuss specifics because it could potentially taint witness statements.
Protesters are asking anyone with video of the shooting to give it to them, but investigators say this could hurt the investigation.
Hours before Wednesday’s precinct tension, Clark’s sister said her brother was a peaceful man and should not have been shot. “He did not deserve to be shot down like an animal”.
On Twitter, someone posted a photo of protesters standing in the mayor’s house, apparently talking to her husband, Gary Cunningham.
“I’ve always wanted to get involved; this was the most straightforward way to do that”, she said. He said he didn’t go because he didn’t want to see his brother in a hospital bed.
