Jamar Clark shooting: Police use chemicals on protesters as officers who shot

“We have called on police departments to have more transparency because it helps build that relationship with the community”, Nelson said.
Police also arrested and charged KMSP-TV reporter Jack Highberger, who was reporting from the blocked freeway when he was detained on suspicion of failing to leave the scene, according to a video he posted to Facebook.

On Wednesday, Union president Lt. Bob Kroll said Schwarze and Ringgenberg told the BCA that Clark was not handcuffed before or after he was shot, and that Clark had tried to disarm one of the officers.
Minneapolis Police Chief Janeé Harteau said that free speech is important, but officers needed to move the protesters for public safety and to provide access to the precinct.

State investigators looking into the shooting of Clark, 24, have obtained videos that show parts of the incident, but none show the entire event, an official said Tuesday. The investigations by the BCA and the FBI are ongoing and should be concluded as soon as practicable but must be conducted in a transparent manner, as this case raises wider issues for the Minneapolis community, and merits public scrutiny including of any video of the incident.
A former supervisor for a Minneapolis police officer involved in the fatal shooting of an unarmed black man says the officer was exemplary. Maple Grove police said Wednesday that Ringgenberg had two exemplary job reviews, received multiple internal commendations and had no disciplinary actions in his personnel file. Lindquist says Ringgenberg was a top DWI enforcer and got an award from Mothers Against Drunk Driving in 2013.
Officials did not indicate which officer fired his gun. The other officer is Dustin Schwarze.

Schwarz was an officer in Minneapolis suburbs of Richfield and Brooklyn Park before taking the Minneapolis job.
Neither officer has awards or commendations in the records released Wednesday.
However, their race wasn’t released because it’s private under state law. In San Diego, he was sued in federal court in 2012 for his alleged rough treatment of a suspect resisting arrest. The U.S. Department of Justice has also launched an inquiry for possible federal civil rights violations.

A couple dozen protesters were at the precinct Wednesday afternoon, with several tents and campfires in rainy weather.
At a press conference later, police inspector Mike Friestleben said, “the crowd became a little more violent and large rocks, large bricks were thrown”.
