USA police officer charged with murder of teenager Laquan McDonald
The spokesman said he didn’t know on what charge.
The police union has opposed the release of the video, saying it will taint a potential jury.
Some shouted at the officers they encountered, and many filmed the scene with cellphone cameras. He arrived at the scene after other officers had been following the African-American teen as he walked the streets carrying a knife and refusing to follow orders.
Most protesters in Chicago seem to have heeded pleas for restraint in the hours after the release of a video showing the shooting death of a black teenager by a white police officer.
The city is bracing for demonstrations, but so far only around 100 people are protesting south of Chicago’s business district.
The October 20, 2014, shooting of 17-year-old Laquan McDonald was captured on a squad car’s dashcam, and a judge has given the city until the end of Wednesday to release it publicly. He was charged Tuesday with first-degree murder in McDonald’s death and is being held without bond. He was part of a special operations unit for several years, despite at least 18 citizen complaints against him since 2006, according to a University of Chicago database.
“We feel your pain, but we challenge you to turn your pain into power”.
Dan Herbert, an attorney for Van Dyke, agreed that the video is “difficult to watch”, but he said it doesn’t clarify whether Van Dyke acted inappropriately in shooting Laquan, who an autopsy showed had PCP, or angel dust, in his system.
At the same news conference, Police Superintendent Garry McCarthy said police would “facilitate” protests but would not tolerate criminal behavior.
None of the officers strategy McDonald to attempt to assist him as he bleeds out on the road, writhing as soon as in the remaining minute of video.
Prosecutors said that McDonald was on the ground for 13 seconds between the time he first hit the ground and the moment Van Dyke stopped shooting. The second officer lowers his weapon.
Protesters took to the streets, occasionally blocking intersections and then moving on. After he spins around and collapses, you’ll see some smoke or debris kick up next to his body into the air at around 34 seconds as the bullets fly.
The video has no audio.
“I understand that the people will be upset and will want to protest when they see this video”, Emanuel said.
“At the end of the day I’d rather take my time and get it right than rush to judgment and get it wrong”, she said. We ask for calm in Chicago. The last time Chicago police officers were charged with murder was 1980.
Chicago officials have released a video of a white police officer fatally shooting a black teenager a year ago.
Police have said the teen had a knife.
In a statement regarding the actions of Van Dyke, Chicago mayor Rahm Emanuel said, “In accordance with the judge’s ruling, the city will release the video by November 25, which we hope will provide prosecutors time to expeditiously bring their investigation to a conclusion so Chicago can begin to heal”.
