Climate change top of Trudeau’s agenda in Malta
Trudeau’s new government has refused to set a target for cutting GHGs in advance of Paris, but Environment Minister Catherine McKenna did say the existing Conservative-set mark should be considered the floor.

At CHOGM 2015, Trudeau will participate in discussions focused on ways to make a positive difference to the lives of the more than two billion people living in Commonwealth countries.
French President Francois Hollande is also expected to address the Commonwealth leaders on Friday.
The money is part of an worldwide climate fund seeking to raise US$100 billion annually by 2020.

The visit to Britain is a stopover on Trudeau’s trip to a Commonwealth summit in Malta, before he travels to Paris for the COP21 climate talks aimed at forging a global agreement on climate change.
“The Commonwealth plays a key role in promoting democracy, peaceful pluralism, inclusive and accountable governance, and sustainable development around the world”.
Government House Leader Dominic Leblanc has been tasked with making the House of Commons more accountable, including reforming parliamentary committees, ensuring agents of parliament are sufficiently funded and independent, and banning the misuse of omnibus legislation, a frequent source of criticism of the previous Conservative government. – COP 21 is the culmination of four years of negotiations toward a new global climate change agreement, with the aim of keeping global warming below two degrees Celsius.
