Canada to help developing countries tackle climate change

India’s Modi took a pass on Malta and his country is seen as a significant impediment to a global climate change pact, given India’s refusal to rein in its galloping greenhouse gas emissions. But Mr. Trudeau insists Canada has a compelling argument, and can use it to encourage others.
The Paris conference isn’t actually about the targets for individual countries, he said.
He urged them to send a strong signal on climate action to Paris where a global consensus is being sought on carbon emissions reductions.
