Chicago Mayor Forms Police Task Force Following Laquan McDonald Shooting
On Sunday, the city announced plans to expand its body-worn camera program from one police district to an additional six by the middle of next year.
His mother, Dorothy Holmes, said Tuesday that wasn’t the case and he was running away from police. The video, he said, was released hours after the investigation was completed and charges were filed.
“I don’t shirk that responsibility”, Emanuel said.
Holmes says her son had five children and was known for his smile.
McCarthy was appointed to the position by Emanuel in 2011.
Brookins is among the first to offer reaction to McCarthy’s firing.
Chief of Detectives John Escalante will oversee the police department in the interim. According to the Sun-Times, the mayor changed his mind overnight, a decision that left McCarthy “shell-shocked”.
At a press conference, Emmanuel called McCarthy an “excellent leader” but added that “there’s an undeniable fact that the public trust has been eroded”. “Two, what do we have in place and not have in place or is not effective as it relates to an early warning to officers that have repeating problems; Third, how do we deal with the transparency both in those cases and also making information public”. The release set off several days of largely peaceful protests. Both the mayor and McCarthy have argued that the police contract demanded that Van Dyke be paid until he was charged. The dash-cam video released last week didn’t have audio.
Emanuel said federal authorities were looking into the McDonald’s shooting and so would this new task force.
Hiram Grau, a former deputy police superintendent and finalist for superintendent who ran the Il.
Of course, this comes about a week after a court order forced the city to release video showing the police shooting death of 17-year-old Laquan McDonald.
“The shooting of Laquan McDonald requires more than just words”.
Among the panel’s responsibilities, it will improve oversight of police misconduct, find best ways to identify and evaluate officers with repeated complaints and recommend how to release videos of police-involved incidents. Jabari Dean, 21, was arrested and accused of threatening to kill students and staff at the University of Chicago.
McCarthy appeared on ABC’s Chicago station WLS-TV on Tuesday, saying that he would not resign.
Dean is charged with transmitting a threat in interstate commerce. The schedule called for a “Press Briefing” at 11:00 a.m. on the 5th Floor of Chicago City Hall, in which it stated, “Mayor Emanuel will announce the creation of the Task Force on Police Accountability and answer questions from the media”.
The mayor and McCarthy have also been criticized for allowing Van Dyke to be stripped of his police powers, but remain on the city payroll for 13 months.
