The attack by Chicago born Syed Rizwan Farook and his Pakistan born wife Tashfeen Malik now appears to have been inspired though not directed by the Islamic State, it said.
The day after the attack, Osama Nugali, a spokesman for the Saudi Foreign Ministry, said via text message that Farook had visited the kingdom only once, for nine days in 2014.
Asked whether in hindsight he or others at the range should have been suspicious of Farook, Galletta said: “How are you able to determine what somebody’s intents are?” And on at least one occasion, their target practice occurred within days of the shooting.
D’Angelo said at a news conference Monday that Enrique Marquez purchased two others, the assault rifles.
The technique used by the couple raised new concerns since this vicious strategy, often seen in the Middle East, could signal more devastating terrorist attacks in the US, sources said.
Marquez has not been charged with a crime, and it is unclear if he did anything illegal.
Marquez bought the weapons in 2011 and 2012 legally.

The FBI would not release details on where the couple practiced their shooting.
He said both were radicalised and had been “for some time”.
Bowdich said that investigators had still not pinpointed a motive, but had reason to believe that both had been radicalized “for quite some time”.
On Sunday, Obama said the attack was an “act of terrorism”, and the Federal Bureau of Investigation is investigating it as such. At home, they had 12 pipe bombs, tools to make more explosives and well over 4,500 rounds, police said.
Hashmi says “it seems” Malik “was unable to understand the handsome message” of the Qur’an.
They said she had grown up there, and they attributed her adoption of a strict, conservative interpretation of Islam that involved not interacting with men outside her family and wearing a face veil to her time in Saudi Arabia.
Farook’s personal finances are a subject of interest for law enforcement. It has, however, urged sympathizers to carry out attacks on their own.
In addition to the 14 killed, 21 people were hurt.
The county, which operates out of hundreds of facilities, has stepped up security at its buildings, posting armed security guards at some locations.
