Chicago officials release reports in police shooting of black teen that
Emanuel on Saturday released an opinion piece he wrote for the Chicago Sun-Times and Chicago Tribune. He said the city was following a longstanding practice of releasing such material only after an investigation was complete. Both the former police superintendent and the Cook County state’s attorney have denied that the Burger King video was altered.
Johnson’s mother, Dorothy Holmes, says the dashcam footage of the shooting proves her son was slain, and is pushing for the video’s release to the public.
Officer Jason Van Dyke told investigators that McDonald lunged at him before he shot McDonald 16 times last October. At least three other officers, including his partner, supported key details in Van Dyke’s version of events.
The Chicago Tribune obtained hundreds of pages of police reports that differ dramatically with dash cam video of the shooting. “Van Dyke continued to fire his weapon at McDonald as McDonald was on the ground, as McDonald appeared to be attempting to get up, all the while continuing to point the knife at Van Dyke”. “McDonald fell to the ground but continued to move and continued to grasp the knife, refusing to let go of it”.
Illinois Gov. Bruce Rauner says a Department of Justice investigation of the Chicago police department would be “a good thing”. A copy of the bulletin was included in the report.
But Johnson’s family does not believe the official account.
After the shooting, police said they found a gun at the scene. His death revived questions about police treatment of minorities throughout the United States and energized the national Black Lives Matter movement.
But the video of the incident – released only late last month after a long court battle – was enough to prompt the city to settle with McDonald’s family for $5 million, before a lawsuit even had been filed. But Earl-Hubbard said judges have pushed back recently, insisting that city officials specify precisely how a video release could impede an investigation.
“I’m responsible. I don’t shirk that responsibility”, Emanuel said. Emanuel served as the president’s chief of staff from November 2008 until September 2010, when he left the White House to run for mayor of Chicago.
“Superintendent McCarthy knows that a police officer is only as effective as when he has the trust of those he serves”, said Emanuel, speaking at City Hall.
The shots also don’t sound as they should if recorded by dashcam-system microphones, Primeau said, because they don’t reverberate or vary in frequency as they should.
The police reports refer to him as the “offender” and Van Dyke and other officers as “victims”. “His community policing strategy has led to the lowest crime rate on record, and his efforts to remove guns from the street have yielded significant progress”, Emanuel said at a press conference. Herbert didn’t immediately respond to requests for comment.
