Last week, the U.S. Attorney General announced her office was launching a federal investigation into the Chicago Police Department, focusing on “accountability mechanisms” and the department’s use of force.
The recent Evans-Williams case attracted public and media attention, as reports of police brutality in the USA have risen dramatically recently and numerous high-profile cases have prompted protest marches around the country. Garry McCarthy and residents of crime tired neighborhoods said Evans helped clean up a number of areas under his command, while others say he symbolized the department’s failure to control its officers.
Morask asked Jones to explain a delay in showing Williams the photo arrays of Evans and other officers at the scene.
“My ruling does not pertain to (police) misconduct”, the judge said. The criminal case is over, but Williams is suing Evans in federal court.
Williams appeared “eager to change his testimony at anyone’s request to accommodate the evidence”, Cannon concluded.
After the trial, Evans’ lawyers reserved their harshest criticism for the city’s main police oversight agency, the Independent Police Review Authority, which is most often criticized for being too lenient toward officers accused of wrongdoing.
Williams said Evans threatened him and shoved the barrel of his police gun down his throat during questioning in 2013. Williams ran away and was chased down by Evans in an abandoned home. Cannon noted that Williams repeatedly offered to change his version of events as the IPRA investigation progressed, including his description of Evans’ appearance or which hand Evans used to hold the gun. Evans confirmed his words claiming that he saw Williams holding a gun, during his testimony at the trial, Sputnik News reported.
“Judge Cannon went out of her way to put the victim on trial in this case”, he told reporters at the Leighton Criminal Court Building. “In what world is putting a gun barrel down someone’s throat doing police (work)?”
During 28 years on the force, four dozen citizen complaints have been filed against Evans. She also dismissed evidence thought to be among the most damning – Williams’ DNA on Evans’ gun – suggesting it was collected so sloppily that that it was of “fleeting relevance”.
That same day, Cook County State’s Attorney Anita Alvarez released dashcam footage of a Chicago Police officer fatally shooting Ronald Johnson in October 2014, a week before Laquan was killed. Wiping the gun would remove Evans’ touch DNA but left behind Williams’ harder-to-remove DNA from saliva in the weapon’s nooks and crannies, she said.
In the aftermath of the release of the McDonald video, protesters, as well as some African-American politicians, have taken aim at Alvarez for being slow and inept in prosecuting police officers. Cannon pointed to inconsistencies in Williams’ testimony in making her decision.
