Arunachal Assembly: Ministers used unparliamentary words, says Governor

The Congress on Tuesday accused Prime Minister Narendra Modi, BJP chief Amit Shah and the RSS of attempting to murder democracy in Arunachal Pradesh by seeking to dislodge the party’s government and charged the state governor with misusing his position.
Raising the issue, Leader of Opposition Ghulam Nabi Azad suggested that the Governor was interfering with the activities of the state government and the Legislature over summoning of Winter Session of the assembly and deciding its agenda without the state government requesting for it.
When Kharge talked about the Governor’s role, Lok Sabha Speaker Sumitra Mahajan asked him not do so, saying rules do not permit raising of a matter related to a state.
He said, “Efforts are being to destabilize and elected government to bring in a non-Congress government”, he said. The party has apprehensions that BJP-led regime at the Centre is trying to topple Congress Chief Minister Nabam Tukis government with the help of Governor Jyoti Prasad.
Asked if the crisis was caused by the rebellion of Congress MLAs, Singhvi said, “Majority is proven by trust vote on the floor of the House and the governor can not act without the advice of the cabinet”.
“There is no unfettered and absolute power on the governor to summon the house at his own personal discretion (particularly when House’s session was already scheduled to commence on January 14 next)”, Rebiasaid.
“Surprisingly, on December 9, 2015, the Governor also sent a message under Article 175(2) of the Constitution of India inter-alia fixing the “resolution for removal of the Speaker” as the 1st item of the agenda for the State Assembly on its 1st sitting in its 6th Session”, the memorandum said, adding that such a conduct of a highest Constitutional authority is unprecedented.
The last session of Arunchal Assembly had come to an end on October 31, which was prorogued on November 3.
However, Congress member Pramod Tiwari stood up and said he has given a notice over the issue.
As Congress refused to budge, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi attacked them saying “they do not faith in the ruling rather in their unruly behaviour”. Instead, Mr. Rajkhowa has asked the deputy speaker, whom the Congress perceives as a BJP supporter, to oversee the session.
When the house met after two brief adjournments, TMC member Derek O’brian again raised the issue of CBI raids at Delhi Chief Minister Arvind Kejriwal’s office.
