No new Diesel vehicle until 31st march 2016
Senior advocate Pinaki Misra, appearing for Delhi based auto dealers, had said the tribunal has passed a “harsh” direction by ordering that there would be no registration of new diesel vehicles and would have “cascading” effect.
It also put a restriction on the passage of commercial vehicles through Delhi if that was not their intended destination and emphasised that such vehicles would be prohibited from entering the city through the entry points of NH-8 and NH-1. The city government earlier this month said private vehicles would be allowed on the roads only on alternate days for a trial period in January.
The court noted that its October 7 order imposing the ECC was meant to restrain non-Delhi bound vehicles from entering the national capital.
The court also doubled an environment tax on commercial diesel-guzzling trucks that enter the city, thousands of which pass through Delhi nightly en route to other parts of the country.
Now, light duty vehicles, carrying goods, will have to pay Rs 1400, instead of 700 and three-axle vehicles Rs 2,600, instead of 1,300 as ECC for entering Delhi.
The Supreme Court on Tuesday said that “rich people can’t go round in SUVs polluting the environment” and added that it was considering banning new diesel-guzzling luxury cars and SUVs from hitting Delhi roads.
As well as the large diesel sales ban, trucks aged 10 years or older have also been banned from entering the capital while any commercial vehicle not delivering to the New Delhi have also been banned from entering the city limits.
The Supreme Court on Wednesday set an April 1 deadline for the Arvind Kejriwal government and BJP-run civic agencies in Delhi to take a host of measures to curb pollution -repair all dilapidated pavements and construct new ones where they don’t exist, vacuum clean streets and stop burning of bio-waste.
The court also asked cab aggregators like Ola and Uber to convert their entire fleet into CNG mode latest by March 1.
CPCB norms regarding prevention of pollution by putting curtains and other devices at construction sites must be strictly enforced by the enforcement agencies concerned.
