$1.1 Trillion Spending Bill In The Works
The Senate’s expected approval would ship both, totaling 2,200 pages, to President Barack Obama for his promised signature.
The House voted 318 to 109 in favor of the package of tax cuts known as the Protecting Americans from Tax Hikes Act.
Among the permanent tax breaks included in the bill are a Child Tax Credit of $1,000 per qualifying child, a tax credit for business research and development costs for start-up businesses as well as established companies, expanded tax credits for college expenses, and expanded tax credits for certain charitable donations by corporations and individuals. The White House has indicated support for the bill. For instance, the spending bill includes cybersecurity legislation and reauthorizes programs to compensate and provide health care for first responders and survivors of the September 11, 2001, attacks.
Pelosi declined to estimate how many House Democrats would vote for the bill.
Democrats won extensions of the child tax credit and earned income tax credit, among other priorities, but majority opposed the bill anyway, complaining that it gave too much to corporate interests while leaving taxpayers in the lurch. Democratic votes are likely needed given opposition from some conservative Republicans.
The bill includes a laundry list of tax breaks for businesses, investors and families and makes a number of temporary tax provisions permanent.

That attitude was not shared by Senate Minority Leader Harry Reid, D-Nev., who was backing the measure.
Meanwhile, the House agreed to the budget bill on Tuesday and will vote on the measure Friday.
In particular, Democrats object to a provision that ends a ban on US crude oil exports. But she cited successes in driving away most GOP policy proposals from the measure.
The spending measure would fund the operations of every Cabinet agency.
The governor’s office isn’t commenting and Turzai’s office says he’s in touch with Senate leaders about passing a short-term spending bill.
