The Justice Department announced a civil rights investigation of the Chicago Police Department after the city last month released squad-car video of a white officer shooting a black teenager 16 times previous year. Key political supporters have said they will no longer back her in the March primary, including U.S. Rep. Luis Gutierrez, U.S. Rep. Danny Davis and Alvarez’s former campaign co-chair.
The lawsuit says Quintonio LeGrier never had a weapon and did nothing to suggest he was a threat before police opened fire.
Watson and James say the percentage should be closer to 25 or 35 percent – enough so that there’s a CIT-trained officer on every shift in every police district who can respond to calls as needed.
The suit said authorities have recovered a video of at least part of the incident, although it doesn’t describe what could possibly be learned from it.

LeGrier, once an honor student at Gwendolyn Brooks College Preparatory Academy in Chicago, enrolled at NIU in fall 2014 with plans to study electrical engineering. Van Dyke pleaded not guilty to murder charges in the 2014 shooting of 17-year-old Laquan McDonald during his arraignment.
The group claims they had no choice after this weekend’s shooting to bring their message directly to his house.
A spokeswoman said Monday the department couldn’t comment beyond a statement issued Sunday because the shooting is under investigation.
LeGrier’s father, Antonio LeGrier, told the Chicago Sun-Times his son appeared to be a “little agitated” and later tried to bust open his door, prompting him to call police.
Police shot to death young LeGrier, who was carrying a metal baseball bat, and was possibly experiencing a psychotic episode. The Chicago officers involved were responding to a 911 call from LeGrier’s father when they “were confronted by a combative subject” in the vestibule of the two-story apartment building, a police spokesman said, according to the Associated Press.
But advocates for what’s known as crisis intervention team training say Chicago’s program has been “starved” of resources, with only about 15 percent of officers completing the 40-hour course. The apartment of Bettie Jones, a 55-year-old African-American grandmother who was an unintended shooting victim, had a blood-stained carpet and bullet holes in the walls following the shooting Saturday, according to media accounts. The family of Bettie Jones, also killed, has not stated yet whether they will also be filing a lawsuit.
Chicago’s Independent Police Review Authority is a civilian agency that investigates possible police misconduct, including the shootings of citizens by officers.
