But advocates for what’s known as crisis intervention team training say Chicago’s program has been “starved” of resources, with only about 15 percent of officers completing the 40-hour course. It offered condolences in the shooting of Jones, who lived on the first floor of the building.
The case has been widely publicized, with even Mayor Rahm Emanuel blasting the Chicago officer.

President Barack Obama told the press that he was “deeply disturbed” by the footage.
There have been weeks of protests over police shootings, including that of 17-year-old Laquan McDonald, who was shot 16 times by an officer in October of last year.
Critics have accused Emanuel of keeping the video under wraps until after he won a second term in April. He said officers involved in shootings now will have to do a month of desk duty and undergo evaluation and retraining. The man cursed the mayor, then punched and kicked the male aide.
Jones “was accidentally struck and tragically killed”, it said, adding “the department extends its deepest condolences to the victim’s family and friends”.
“Officers responded to a domestic disturbance at a residence”, the statement said.
“He wants his story to get out so that people don’t see him as this cold-blooded killer, but that’s what the trial is for”, Dan Herbert told reporters.
“He is cutting his family trip short so that he can continue the ongoing work of restoring accountability and trust in the Chicago Police Department”, Stephen Spector, a spokesman for Emanuel’s office, said in an email sent to CNN.
Cook County prosecutors were not available for comment after the arraignment.
He appeared in front of Judge Vincent Gaughan in Cook County Criminal Court and was dressed in a dark suit and blue striped tie. Authorities said McDonald had taken PCP and was carrying a pocket knife.
The mayor fired the police chief and the Justice Department is investigating whether the city’s police use lethal force too often, especially against minorities.
Van Dyke – who is now out on $1.5 million bond – faces six counts of first-degree murder and an official misconduct charge.
Chicago police say they’re not releasing additional information about a weekend shooting in which police killed two people.
