Appearing on MSNBC’s “Morning Joe” on Tuesday, former Democratic National Committee Chairman Howard Dean said Emanuel “is in deep trouble”.
Herbert also said that policy changes in the Chicago Police Department, which Emanuel’s office has hinted at and may include more education, would be beneficial.

Emanuel noted that on audio recordings of communications between dispatchers and officers on the scene that night, several officers are heard “frantically” asking for a Taser before officer Jason Van Dyke shot 17-year-old Laquan McDonald.
