Man killed by Chicago police grew up in foster care
The mayor’s office, which had already said some changes would be forthcoming, said in a statement late Tuesday night that Emanuel and Interim Police Superintendent John Escalante would announce Wednesday “a major overhaul” of the policy regarding how officers respond to incidents and the use of force.
A spokesman for the mayor, Adam Collins, confirmed late Tuesday that Emanuel had arrived in Chicago.
A Chicago police officer has pleaded not guilty to murder charges in the shooting of a black teenager in October 2014 that inflamed tensions over racism and police tactics.
That pressure intensified during Emanuel’s holiday vacation to Cuba, which he cut short this week “so that he can continue the ongoing work of restoring accountability and trust in the Chicago Police Department”, a spokeswoman said.
The statement also said the police department will also begin to require every officer who “responds to calls for service” to be equipped with a Taser and trained to use it by June 1, 2016.
Cook County attorneys were not available for comment after the arraignment.
Van Dyke was charged with first-degree murder in November, after the city released an October 2014 video that showed the cop firing 16 shots into McDonald as he appeared to be walking away from the officers. Tasers are also very expensive, and a police department spokesperson says it will take a big financial investment to equip the entire department with Tasers. He has been tried and questioned on his aggressive nature and excessive force on numerous occasions. but has always gotten off. Althought there have never been criminal proceedings against Van Dyke since this case, a jury did award a Chicago citizen $350,000 as a result of Van Dyke’s excessive force during a traffic stop.
“The 55-year-old female victim was accidentally struck and tragically killed”, police said.
Herbert, the lawyer for Van Dyke, said policy changes in the Chicago Police Department would be beneficial. They responded to a call that he was slashing tires.
“We’re certainly going to explore every opportunity we have in order for my client to have a fair trial”, lawyer Daniel Herbert said after the hearing.
Prosecutors announced last month they were charging Van Dyke with six counts of murder for the 2014 shooting of 17-year-old Laquan McDonald.
The changes come amid an uproar over shootings by police, including one in which a white officer shot a black teenager 16 times. Emanuel fired the department’s superintendent, the Justice Department has started a broad investigation of Chicago police practices, and protesters have repeatedly marched through downtown.
