Bar owner says suspect in would-be terror plot a panhandler
According to a criminal complaint, Lutchman told an accomplice – who was actually working for the Federal Bureau of Investigation – that he was being told to carry out an attack at the direction of an, Islamic State member in Syria.
Munich police spokesman Werner Kraus told The Associated Press that two of the city’s main train stations were evacuated due to “serious information and different tips about an imminent attack”.
“He planned to kill innocent civilians on New Year’s Eve in the name of the terrorist organisation”, said Assistant Attorney General John Carlin. Despite the police statement, thousands of people were on the streets of Munich at midnight to welcome the new year with fireworks.

When Page learned that Lutchman had now been accused of plotting a terror attack at his bar, he kept the establishment open with additional security. The name of the business wasn’t released.
According to a criminal complaint, Lutchman bought supplies at a Rochester Walmart including ski masks, zip-ties, knives and a machete.
The informant paid $40 (£27) for the items because Lutchman did not have any money.

And while those around the globe are on high alert for terrorist acts this New Year’s, NY is said to have no viable threats. It states that Lutchman told an undercover informant that he had been in discussions with a “brother” who is a part of ISIS, and that he wanted to travel overseas to join the group. But he says his awareness is raised, just like everyone else, and not just as a Muslim, but as a Rochestarian.
According to court papers, the overseas person told Lutchman he was “behind enemy lines” and Lutchman was the closest person to their most hated enemy: the United States.
Investigators said Lutchman is a terrorist sympathizer and had pledged allegiance to Islamic State leader Abu Bakr al-Baghdadi.
The U.S. Attorney’s Office says that Lutchman and the informant also talked about making a video before the operation, in which they would explain their rationale for the attack. This is the second ISIS-related arrest in Rochester in recent months.
The FBI said Lutchman had been collaborating with the informants since November and conversations between them were sometimes recorded.
“Today’s arrest is a testament of our department’s ability to work alongside other agencies to protect our city”, Warren said.
