Escapee had been ordered deported to Vietnam
Two are physical body counts at 5 a.m. and 8 p.m., while the rest are a comparison of computer records with a “mod card”, which is essential a jail ID card that lists a detainee’s charges and other information, Hallock said.
Meanwhile, a prosecutor who compared Nayeri to Hannibal Lecter lashed out at the Sheriff’s Department, saying the agency should have had him under tighter scrutiny.
All three were awaiting trials for unrelated violent felonies.
The Orange County Sheriff’s Department, which runs the jail and is leading the manhunt, has said all three men should be considered extremely unsafe.
Authorities were tight-lipped on the details of their search but said around 30 warrants had been served since the escape was discovered. In 2008, Vietnam agreed to provide travel documents for deportees but only those who entered the USA since July 1995. Three inmates, including a man suspected in a killing, cut through metal, crawled through plumbing tunnels, climbed a roof and rappelled down four stories to freedom using ropes made from bedsheets.
Duong escaped from the Orange County jail on Friday along with Jonathan Tieu, 20, and Hossein Nayeri, 37, by sawing through a quarter-inch thick grill on a dormitory wall and climbing through plumbing tunnels to reach an unguarded area of the roof. The escape also prompted a probe into how the inmates managed to pull off such an elaborate escape and an internal review to find out if anyone helped them from the inside. “We need the Vietnamese community to come forward and help us with leads and tips on what they might know”, Orange County sheriff’s Lt. Dave Sawyer said Monday.
Tieu had been held on a $1 million bond since October 2013 on charges of murder, attempted murder and shooting at an inhabited dwelling.
Duong is charged with attempted murder and assault, and Tieu is charged with murder and attempted murder, the Orange Country District Attorney’s Office said in a news release.
Nayeri was arrested in 2014 on charges including kidnapping and torture.
Nayeri, of Newport Beach, was in custody on kidnapping and torture charges for the abduction of a marijuana clinic owner who Nayeri allegedly drove to the desert and burned with a blowtorch.
The escape wasn’t noticed for 16 hours, until a nighttime head count was done after being delayed about an hour because of a fight involving other inmates. But the search for the pair focused on nearby woods instead of a dense urban population.
“They tell me it’s scary”, he said.
Hallock said the men could be armed but declined to disclose what mode of transportation they might be using.
It was the first escape in almost three decades from the California facility built in 1968.
The three men who brazenly escaped from a Santa Ana jail have violent pasts.
Hallock said the jail’s general policy is to do walk-throughs every hour to check on inmates. More involved searches are done randomly, he said, but declined to be more specific.
Nor has anyone inside or outside of it – be it other inmates or members of the public – been charged in connection. Assigning them to a large, busy room likely made it easier for them to avoid detection, said Martin Horn, a professor of corrections at John Jay College of Criminal Justice at City University of NY.
On a motion by Supervisor Todd Spitzer, the board boosted the total reward to $200,000, adding $150,000 to the $50,000 being offered by the Federal Bureau of Investigation and the U.S. Marshals Service.
