Spurs have taken ten points from an available 12 in their past four outings on their Premier League travels and every team that they faced in that sequence are now placed 12th or higher, so there were no gifts along the way.
Alli was substituted at half-time – reported to be through illness, rather than an injury – and his attacking menace was missed by Spurs after the interval.
Norwich, who had a goal disallowed in the second half, have now recorded just one win in all competitions in 2016 so far.
Steven Naismith had Norwich’s best effort of the match on 51 minutes as he glanced a header just past the post, with Lloris beaten.
Kane’s double and a seventh goal of the season for Dele Alli ensured a comfortable victory at Carrow Road and moved Spurs above their rivals on goal difference, five points shy of leaders Leicester and two behind second-place Manchester City, both of whom also won.
