Apple is not permanently removing Apple Pencil navigation features
But for unknown reasons, Apple made a decision to take that functionality away with its first four betas of iOS 9.3. Officially aimed at artists-the fly in the all-you-need-is-your-fingers ointment-Apple Pencil has been warmly embraced by fans, many of whom use it as their input device outside of the scope of drawing and painting, which worked quite well in iOS 9.2.x.
As yet there are no details on why the adoption of iOS 9 has slowed down, we would expect it to pick up again in March when Apple releases iOS 9.3. You can still use the Apple Pencil to write and draw within apps, however. Users were not able to scroll, swipe or select items using the Apple Pencil on their iPad Pro.
After complaints from iPad Pro owners online, Apple has now confirmed it will reverse that change in the next iOS 9.3 seed. Also, will we recieve a new jailbreak iOS 9.3 utility once the firmware goes live for the one billion active iDevices around the world? While many beta testers who have experienced this problem have assumed the omission may be a bug, it has now persisted into the fourth beta of iOS 9.3, with no mention of the limitations in the iOS developer release notes either.
Critics actually loved the $99 Apple Pencil.
