Repeatedly mentioning that the plan to close the prison began with President Bush, he explained that while once holding almost 800 detainees, the facility now holds less than 100. However, one aspect of the controversy is over where those detainees, some of them terrorists, will be sent when the facility closes.Obama’s plan calls for possibly transferring some to SC to a Navy brig in Charleston. And, as some critics pointed out, Obama could have gone even further today and pushed to end the policy of indefinite-detention-without-trial, which for now would still continue even if the president did gain the ability to transfer the most risky of the Gitmo suspects to US soil.
Perdue said, “Americans will not stand the thought of placing terrorists on US soil, and the transfer of detainees to other countries does not erase the threat of their continued extremist actions”.
“All Guantánamo detainees should either be transferred to regular detention centres in the United States mainland or other countries where fair trials before civilian courts and due process guarantees can be provided in accordance with global norms and standards”, he said.

President Obama announced his latest proposal to close the detention facility at Guantanamo Bay in Cuba. There are now 91 detainees housed at the controversial facility in Cuba, 35 of them have already been cleared for release.

Hillary Clinton was for the prison at Guantanamo Bay before she was against it – and now she’ll have to defend the facility’s closing on the campaign trail, forced into a corner by President Obama’s desire for one last legacy-building accomplishment. “So if the president proceeds with knowingly breaking the law and asking the military to break the law, he will be met with fierce bipartisan oppostion here in Congress, and we’re taking all legal preparations necessary to meet with that resistance”.
The plan considers, but does not name, 13 locations in the USA, including seven prison facilities in Colorado, South Carolina and Kansas, as well as six other locations at correctional facilities on state, federal or military sites in several states.
Mr Obama leaves office in January next year.
