Ex-Virginia Gov. Gilmore files paperwork for White House bid
Gilmore told the Richmond Times-Dispatch in July that he was planning a run for the 2016 GOP nomination and would formally announce in August.
The debut Republican primary debate is August 6, but Gilmore, who is not well-known outside Virginia, is unlikely to make the cut.
Republican James Stuart Gilmore III, 65, a Republican, made it official by filing paperwork with the Federal Election Commission, the AP reports.
Gilmore has served as president and CEO of the Free Congress Foundation, a conservative think tank in Virginia, since leaving office.
