Explaining the situation in both countries, Bach said: “In Kenya, you have a lack of funding and attention from national bodies, and in Russian Federation you have serious allegations about manipulations of the doping system”.
But then they added that there could be a way for those on the Russian team, to individually submit to more stringent and independent testing, to still possible compete in the Olympics.
The IOC is not changing their rules, but they are holding specific countries to stricter standards that are vague enough for them to justify excluding from Rio basically any and every athlete from Russian Federation and Kenya that they want to.

Bach called this “Olympic Summit” even before the IAAF met in Vienna last week to confirm that the All Russia Athletics Federation had failed to meet the “verification criteria” needed for reinstatement. I had this question: “‘How come the same athlete is “clean” under a blank and guilty under the Russian flag?'” she wondered.
IOC President Thomas Bach has also called on the World Anti Doping Agency to hold a special meeting to improve their procedures. “The non-compliance declaration of the Spanish NADO is for administrative reasons only and does not affect the doping-control system”, read the International Olympic Committee statement. The Russians confirmed they will appeal to the Court of Arbitration for Sport.
“We believe there must now be a renewed proactive approach to rooting out those who are doping whilst handing out appropriate and meaningful sanctions”.
Zhukov had argued that it was unjust to ban Russian athletes who have never been caught doping when the committee is allowing some Americans to compete who previously were suspended for doping.
“This is the good right of everybody”, he said.
“We are encouraged that the IAAF recognizes their responsibilities”, Reedie said.
Speaking in Nairobi, Keino said he agrees with IOC demand to increase the frequency of sample testing and meet the global anti-doping standards.
This applies to competitors in all 27 Olympic sports, aside from track and field, which is under separate scrutiny. I can only say that nobody is interested in the development of such precedents.
Russia’s parliament has mentioned the Spanish Inquisition in warning the International Olympic Committee not to inflict “collective punishment” on Russian athletes. “The position is very clear: we respect this (IAAF) decision”, Bach said.
Olympic leaders are meeting to consider further steps to crack down on doping ahead of the Rio de Janeiro Olympics in the wake of the ban on Russian track and field athletes.
Russian athletes who pass an individual test by the International Association of Athletics Federations can compete under their nation’s flag at the Rio Games, the Olympics chief said Tuesday.
“We have long stated that individual athletes in Russian Federation are willing to demonstrate their innocence and prove they are clean”, it said.
