Democrats and the White House said the plan fell short of Obama’s $1.9 billion funding request and included measures that would take funds from other important health initiatives.

There is no vaccine to prevent Zika, which is actively spreading in about 50 countries and territories, including Puerto Rico, the US Virgin Islands and American Samoa.
