Nice attack premeditated, assailant attracted to radical Islam
Cook, who was traveling in Europe and came to Nice to assist Stratton, said a French man aided Stratton in the critical period after the attack. He had previously been declared missing. He gave no further details.
ISIL has claimed responsibility for the attack, but the French government says no links have been found tying Bouhlel to a specific terrorist network.

French Prime Minister Manuel Valls was booed in Nice, France, when a crowd gathered Sunday to remember the 84 people who died in a terror attack there last week.
He paid 1,600 euros ($1,772) on July 4 to hire the truck used to ram into dozens of people on Nice’s Promenade des Anglais and in the immediate days prior to the attack, Bouhlel was caught twice on surveillance cameras rehearsing the journey that he would take on July 14, Molins said.
Looking at his phone and computer, investigators found internet searches for information on the attacks mainly in Orlando and the Paris suburb of Magnanville.
Prosecutor Francois Molins has said the suspects include one who Bouhlel sent a text message to minutes before the attack, asking for more weapons.

The July 14 carnage in the southern city of Nice has shaken and angered a country still reeling from the November 13 attacks in Paris, which killed 130 people at a concert hall, restaurants and cafes, and the national stadium, and a separate January 2015 Paris attack that targeted journalists at the satirical magazine Charlie Hebdo and Jews at a kosher supermarket. “There’s only room for transparency” when it comes to the Bastille Day rampage that killed 84 people. The other victim was a woman who had been on holiday with her husband, daughter and grandchildren, BNS said.
“We foiled a certain number of attacks again in recent months”, he said.
Italian news reports said Ascoli and Casati, along with D’Agostino and Muset, had traveled to Nice together to celebrate D’Agostino’s retirement. It said the families had been notified and that the ministry expressed its solidarity “to the family and friends of the victims of the barbarous attack”.
Unlike at events honoring the victims of two terrorist attacks that killed scores of people in Paris a year ago, an enormous crowd of mourners loudly booed and jeered political leaders at the central memorial in Nice as they arrived and then a few moments later after they departed the solemn ceremony – a remarkable display of anger at a moment of national grieving.
The final section of the Promenade des Anglais is scheduled to reopen to traffic on Tuesday morning, following three days of official mourning.
French authorities say they believe Mohamed Lahouaiej Behloul became radicalized shortly before the attack, having previously shown little tendency toward religious extremism.
