Chicago Officers Relieved Of Powers After Suspect Killed
According to a July 25, 2016 article by Reuters, “The Chicago Police Department updated its policy on use of deadly force, prohibiting officers from shooting at moving vehicles if no other weapons were being used against police”.
The Chicago Police Department’s spokesman, Anthony Gugliemi, told the news media that “departmental policies may have been violated by the officers”, said ABC.
The handling of officer-involved shootings has come under intense scrutiny since the release last November of a video that shows a white officer fatally shooting black teenager Laquan McDonald 16 times.
The Independent Police Review Authority is investigating both shootings.
Police on Thursday shot and killed a black Chicago teen who appears to have been unarmed and was in a auto reported stolen from Bolingbrook.
The department said in a news release that two officers fired their weapons and that the man who was shot died at a hospital.
O’Neal was shot and killed Thursday night during a stolen vehicle investigation.
The Cook County Medical Examiner’s Office ruled that the death of Paul O’Neal of Chicago was a homicide.
The shooting occurred during a stolen vehicle investigation. He said the suspect then put the Jaguar in drive, sideswiping a squad auto and a parked vehicle.
Two other officers were relieved of their powers on Friday. He was later pronounced dead at a hospital.
Paul O’Neal was killed as he sped away from police and crashed a Jaguar convertible reported stolen from southwest suburban Bolingbrook. The Chicago Tribune said that a man pushed O’Neal’s sister, Briana Adams, during the rally as she quietly asked people to respect her brother; officers rushed to the scene, said the newspaper.
Separately, an attorney for McDonald’s mother is fighting the release of her son’s juvenile records to Van Dyke’s attorneys. On Friday, Reccord was escorted into Chicago Police Headquarters by the CAPS coordinator to meet with police executives about the case. Another man in the auto, who was arrested, was 17.
The suspect was convicted and sentenced to life in prison. Reuters said police made that move after Antwon Golatte was shot multiple times in 2015 “after he drove off in his Lincoln SUV as police tried to stop him after an alleged drug transaction”.
A judge acquitted Evans of charges related to Williams in December.
Evans’ attorney said in a statement that “shooting victims and police alike deserve a fair and honest investigation”.
Two Chicago officers involved in a shooting that left a suspect dead were relieved of their police powers even as the case is still being investigated, police say. “When the incident was over, police did not find a gun, either on the street or inside the stolen vehicle”, the police spokesman said, according to The Associated Press. O’Neal was 18, just graduated from a nearby technical school, and had plans of college.
Escalante says investigators will review video from police body cameras and in-car cameras.
