NYPD Commissioner Bill Bratton is resigning
The top cop resigned from his NY position in 1996 following reports of disagreements between Bratton and the mayor over who deserved credit for the drop in crime.
Commissioner Bratton stated that he will try to leave the bus heading in the right direction before he leaves the force next month.
Bratton’s tenure in Los Angeles was defined by data-driven policing, a significant drop in crime and ongoing efforts to mend the rifts in the community that he inherited.
According to a Wall Street Journal article, O’Neill considered leaving the police force and joining the private sector a few years after he was transferred from the narcotics department in 2008.
The New York Times points out Mr. Bratton was easily the most visible law enforcement officer in the country. O’Neill, 58, at times visibly emotional as he spoke at the news conference, said he had been told he was the mayor’s pick only 16 hours before. Appointed by New York City Mayor Bill de Blasio in 2014, the soon-to-be ex-commissioner originally planned to relinquish his post by the end of 2017. Its basic tenant is the belief that aggressively tackling low-level offenses will prevent more serious crime. In an extraordinary display of scorn, officers turned their back on the mayor at a hospital on the night of the December 2014 killings and again at the officers’ funerals.
O’Neill was introduced Tuesday as the latest commissioner of the New York Police Department.

The man chosen to replace Police Commissioner Bill Bratton when he steps down in September said his philosophy of policing was first shaped when he worked as an overnight transit officer in gritty, early ’80s NY.
Advisory firm Teneo announced that Bratton was joining the company in September as senior managing director and executive chairman of Teneo Risk, a new division focused on advising clients on risk, prevention and response.
“So-called “community policing”, “training” and the rhetoric of “police-community relations” are no solution to the systemic problems with policing in this city and nation”, Communities United for Police Reform, a group that advocates for changing police practices, said in a statement.
That approach, as reflected in the NYPD’s use of the tactic known as stop and frisk, has had a disproportionate impact on blacks and Hispanics.
NY has tried various iterations of that idea over the decades.
Bratton is credited with pioneering the NYPD’s CompStat, a command and accountability system that employed real-time intelligence, rapid deployment of resources and accountability systems in police work.
But Bratton called the protest “not particularly significant” to his decision.
Crime statistics in the city have never been better, but officer morale is an issue as is the level of distrust between officers and minorities, especially black New Yorkers.
The argument here isn’t that we know de Blasio let Bratton do whatever Bratton wanted.
