Barack Obama, Vladimir Putin have quick chat in Peru over Ukraine, Syria
Obama earlier used the final public event of his last foreign trip as commander in chief to offer some veiled advice to Trump, cautioning that “you shouldn’t ignore the past, you should learn from it”. His comments suggested he’d be most inclined to weigh in if Trump violated basic principles Obama has tried to uphold, such as minority rights, equal protection and respect for civilian life.
President Obama in Lima took up a strong defense of the Democratic Party, saying that he wasn’t “worried about being the last Democratic president”.
Obama said he was proud his administration hadn’t faced the scandals he said have “plagued” other administrations. He said after eight years, he felt he could tell Americans he’d lived up to his promise to run an accountable and ethical government. Peru is also expected to start trade negotiations with Indonesia and hopes to increase ties with Russian Federation, government officials said.
Obama’s remarks came against the backdrop of more bloodshed in Aleppo.
Global hand-wringing over America’s next president has taken much of the wind out of Obama’s final overseas trip.
And in one of his last face-to-face meetings with a world leader, Obama sat next to Trudeau and spoke about the work the two have done on refugees and climate change.
The summit is the last stop on Obama’s final global tour as president. United States intelligence officials have tied the Russian government to the hacking and subsequent leaking of Democrats’ emails that harmed Hillary Clinton’s campaign.
“I can not say with 100 percent certainty if the agreement [to freeze oil production] will be reached, but there is a huge possibility”, Putin said, stressing that Russian Federation “will, for its part, do everything what our OPEC partners expect from us to do”.
The short interaction came amid intense concern about whether Trump’s election might herald a more conciliatory U.S. approach to Russian Federation.
In an effort to to prop up ally Syrian President Bashar al-Assad, Russia has been utilising its powerful aircraft carrier warship, Admiral Kuznetsov, which is now stationed off the eastern coast of Syria, to carry out airstrikes on rebel groups.
Mr Obama was clear that he would not weigh in on Mr Trump’s decisions while he is still in office.
“In the face of Trump’s positioning, we’re now in a stage of favoring dialogue as a way to build a new agenda in our bilateral relationship”, Pena Nieto told business leaders.
Prime Minister Justin Trudeau and leaders from Asian and Pacific nations – so eager to cement free trade in the region – are walking out of an annual summit facing an uncertain future about the movement of goods, people and services across borders.
Asked if the world will turn towards China for economic leadership if the TPP falls through, he said: “If the U.S. is not there, that void has to be filled, and it will be filled by China”.
Also, Rogers oversees NSA and the U.S. Cyber Command and is in the middle of a debate over whether the two should be split and run by two individuals. But Congress is unlikely to ratify the deal, dealing a blow to Obama’s once high hopes of having the agreement become part of his presidential legacy.
He campaigned against the proposal as a “terrible deal” that would “rape” the United States by sending American jobs to countries with cheaper labour.
Peru and Chile, two other TPP members, said they were interested in joining the Regional Comprehensive Economic Partnership, a Chinese-led pact of 16 countries known as RCEP.
Tan Jian, a senior member of China’s delegation at the summit, said more countries are now seeking to join its 16-member bloc, including Peru and Chile, and that current members want to reach a deal as soon as possible to counter rising protectionism.
“I can’t guarantee that the president-elect won’t pursue some of the positions that he’s taken”, Obama said.
President Obama has looked to reassure allies here, saying that he didn’t expect significant changes to US policy even though Mr. Trump may modify some accords.
