Facebook: Affordable Care Act repeal
To enact the changes more quickly, and avoid being blocked by congressional Democrats, Republicans plan to make these changes using the budget process.
For years, “repeal” made for a popular political bumper sticker in certain circles, but changing the health-care system is incredibly complex and replete with ramifications.
Committee Co-Chairman Sean Scanlon, D-Guilford, acknowledged that CT doesn’t have authority over health insurance plans at most large employers, so the free benefits would only continue in about 45 percent of the private market.
By contrast, the Affordable Care Act (colloquially known as Obamacare) expanded Medicaid coverage to lower-income Americans in participating states and provided income-based tax credits. Taking away the mandate that all Americans have qualified coverage or pay a penalty may certainly boost sales.
If you’re earnings are high enough that you need bigger tax deductions, the Republican proposal is good news for you. That could reduce premiums but raise out-of-pocket costs for annual deductibles or other types of cost sharing, Jost said.
When it comes to Medicaid – Congressional leaders have proposed replacing Medicaid funding with a block grant or per capita cap program. No money meant ER services if you are lucky.
Yesterday, the Department of Health and Human Services proposed a number of new rules for the Affordable Care Act’s non-group health insurance exchanges.
That includes the refundable tax credit, which would be available to people who don’t qualify for coverage through an employer or elsewhere so long as they are not purchasing a plan that covers elective abortions.
The state’s refusal to expand Medicaid also plays a large part in the exits of insurance companies from the Tennessee exchanges, as does confusion surrounding the drumbeat of “repeal and replace” on Capitol Hill. Republicans called the payments “insurance company bailouts”, even though similar federal measures have been used in other markets, such as the Medicare drug plans implemented more than a decade ago.
She says it’s unlikely they’ll be as generous as the Obamacare subsidies.
Insurance markets also vary a lot by state, said John Ayanian, head of the University of Michigan’s Institute for Healthcare Policy and Innovation. We don’t yet know.
– ensuring the insurance industry can’t go back to the despicable tactic of charging women higher premiums than men. They are also facing resistance from constituents that has materialized in hostile town hall meetings back home.
– making it clear that people with pre-existing medical conditions can’t be turned down for insurance, including cancer and heart patients and victims of domestic violence. However, the rule acknowledges that this provision may require a change in some state laws. The proposal doesn’t answer that question. But, when it recurred 2 1/2 years later, I was insured under the Affordable Care Act.
