US House Republicans Unveil Obamacare ‘Repeal and Replace’ Plan
Klein writes, “House Republicans on Monday released their long-awaited healthcare bill, but the plan would only repeal major parts of Obamacare starting in 2020-when the political world will be engulfed in the next presidential election”.
More than 650,000 residents are now enrolled in the Healthy Michigan plan, which is largely funded by the federal government.
But the Republican alternative does preserve two key features of the ACA: It would bar insurers from turning away customers with pre-existing conditions, and it would allow parents to keep their children on their plans through age 26. New Jersey health care experts are skeptical.
Mostly, health care customers, industry trade groups, analysts and even some Republican politicians said they hope it will get better.
While she said she’s happy to see that the GOP plan eliminates the individual mandate, what’s unclear is whether the proposal provides some clarity on health care prices.
The American Health Care Act proposal, as it was introduced Monday, would allow the federal government to continue to fund states’ expansion programs until January 1, 2020. Trump tweeted Tuesday night, targeting one of the bill’s most vehement opponents.
Instead, the Republican plan would penalize those who allow their coverage to slip.
House committees will begin working on the GOP’s ObamaCare bill Wednesday amid party infighting about what repeal-and-replace should look like.
The text of the bill as introduced is broken into two parts at the House Ways and Means Committee and the other half at the House Energy and Commerce Committee web sites. “We said we would do an orderly transition and not cut people off”.
Trump and fellow Republicans campaigned a year ago on a pledge to dismantle the Obamacare healthcare law, the signature domestic policy achievement of Democratic former President Barack Obama, calling it a government overreach that had ruined the more than $3 trillion US healthcare system. “It is a missed opportunity and a step in the wrong direction”, he said in a statement to reporters.
“I don’t think anyone is going to be happy”. Historically, people who were unable to get insurance could apply to a state-administered “pool” of people in a similar position.
Michigan Democrats have criticized the House GOP health care overhaul, including Medicaid provisions. But when they get sick enough that they need insurance, they will be able to quickly do so by paying a paltry 12-month 30% premium surcharge.
Somewhere, Obama is on a beach sipping a margarita and saying, “I told you so”. Ironically, these are the kind of work disincentives that have led the GOP to oppose ObamaCare’s income-based subsidies in the first place.
Hospitals, insurers and advocates for the poor have also wanted to expand Medicaid to provide a safety net for people who can’t afford health insurance even if it’s subsidized. “This bill keeps our promise of not just repealing and replacing Obamacare, but doing it without pulling the rug out from under millions of Americans whose health care was significantly changed by Obamacare”.
In considering the Affordable Care Act in 2009 and 2010, the House held 79 hearings over the course of a year, heard from 181 witnesses and accepted 121 amendments. But going forward, federal funds for Medicaid would be capped. It would cap funding to states on a per-person basis, rather than require the federal government to cover a share of total state costs.
They can not afford to lose more than 21 Republican votes in the House or more than two in the Senate because they won’t get any help from Democrats, who jeered the plan as a “reverse Robin Hood” that slashes benefits from the poor to cut taxes for high earners and health care companies.
“We’re not kicking anybody off Medicaid that’s on it today”.
