Tillerson will visit Japan and South Korea before heading to Beijing, where he is expected to firm up a US visit by Chinese President Xi Jinping next month to meet Trump as the leaders of the word’s two largest economies.
South Korea, still in a state of shock over the corruption scandal that engulfed the presidency of Park Geun-hye, has a presidential election slated in May, while China is reluctant to rush into talks as it prepares to shuffle leadership positions in the Chinese Communist Party’s hierarchy this autumn, sources in the government said. However, China is not likely to cooperate with the United States because of the latter’s decision to move the THAAD [Terminal High Altitude Area Defense] system to South Korea.

Reports also indicate that China is aware that resolving the North Korean nuclear issue will be necessary for them to weaken the rationale for deploying THAAD in South Korea.
