That’s in part because the proposed cuts were all offset with increased spending on the military. Substance Abuse and Mental Health Services Administration: SAMHSA will receive a budget increase of $500 million to aid in substance abuse treatment activities, expand opioid misuse prevention efforts and increase treatment and recovery service access.
