Police officer explains why he killed bride-to-be Justine Damond

The investigation into the fatal shooting of an Australian woman by Minneapolis police so far depends on the account of the officer’s partner.

State Representative Raymond Dehn, a Democrat who is among a wide cast of candidates running for mayor of Minneapolis, said on Thursday that the “default position of body cameras should be turned on”, with some exceptions, and that the department’s policy and practices had shortcomings.

She said that Noor’s actions were those of one individual and that he and his partner should have had their body cameras switched on.

Harteau said the officers should turn on their body cameras before any call because they don’t know what will happen on any call. She had been out of town on a personal trip. “It is not about race or ethnicity”, she said, referring to former U.S. Rep Michele Bachmann’s comments that his hire was due to affirmative action.

Harteau said she was backpacking in remote mountains with poor cellphone reception, but receiving briefings. They ask for time to grieve in private.

“Justine didn’t have to die”, she told a press conference on Thursday evening local time (8:15am AEST).

“I mean, how can a woman out in the street in her pajamas seeking assistance from the police be shot like that?” Assured that officers were on the way, she thanked the dispatcher and ended the call. Arradondo said supervisors would work with patrol officers to ensure the cameras are activated more frequently.

Chief Harteau said she hoped Officer Noor would share his version of events with investigators. “There are questions that need to be answered and he is the only one who has those answers”, she said.

Damond, whose legal last name was Ruszczyk but went by the last name of her fiancee, was fatally shot in the abdomen by police officer Mohamed Noor on July 15.

CBS Minnesota also obtained a statement from Noor’s attorney, Tom Plunkett. Castile was fatally shot by a suburban officer a year ago.

Yanez was acquitted of manslaughter, spurring protests.

In Castile’s case, Minnesota’s governor and family members called for a federal investigation, and residents called for changes during city meetings.

“It’s certainly reasonable to assume that any police officer would be concerned about a possible ambush under these circumstances”, the newspaper quoted attorney Fred Bruno as saying.

Noor could still be forced to if police ordered a “garrity” – where an employee can be ordered to give a statement. Prosecutors used his statement as evidence against him during his manslaughter trial, but the defense used it, too. Likewise, squad auto cameras did not capture what happened. Minneapolis City officials say the transcripts were released with the approval of the State Bureau of Criminal Apprehension, or the BCA, which is conducting an independent investigation.

She dismissed the notion that Noor was an affirmative action hire.
